In the new year, we are seeing a 3 cent tax per kWh on charging in the State of Wisconsin. But news this week says that the cost to charge has supposedly been reduced in much of the country. So I decided to do a little research.

What is the effect of the new tax for charging my electric car? What kind of savings can I expect to see if I charge my car in Madison, Wisconsin?

Effective January 1, 2025, an excise tax at the rate of 3 cents per kilo-watt-hour is imposed on electricity delivered from an electric vehicle charging station into the battery or other energy storage device of an electric vehicle.

I observed that in 5 out of 6 of my charge sessions the price I had to pay had been reduced or was less expensive. It was good to see, even if only for the short term.

    • Lake Delton: The pricing between the old and new models is nearly identical, with a slight increase under the kWh-based model. This indicates that the previous time-based rate aligned closely with the energy consumed during typical sessions.
    • Fitchburg: Only a minor reduction in cost (-12%), suggesting the old rate approximated energy costs fairly well.
  2. Locations with Significant Variability:
    • Madison - Whitney Way: A 24% price reduction highlights the savings of kWh-based pricing, especially during peak hours where per-minute costs can be high.
    • Janesville: A dramatic 58% decrease underlines how tiered, time-based pricing disproportionately penalized high-speed chargers for short sessions.
    • Madison - E. Washington: Over 50% savings suggest that longer sessions benefit greatly from kWh pricing.
    • Madison - South Livingston: Nearly 80% reduction reflects the steep cost of short sessions under the old time-based model.
